Lobsang Sangay has never been to Tibet. But this year he became the prime minister – or Kalon Tripa – of Tibet’s government in exile. He is the country’s first secular leader, and the first to take office since the Dalai Lama stripped himself of political power. Steve Paulson reached him at his new office in Dharamsala, India.
